Rshymbetov Marat Kubylovich is the Chief Doctor of Aral Interdistrict Hospital Municipal State Enterprise on the Right of Economic Management and doctor of the highest category. The Hospital consists of a regional consultative and diagnostic polyclinic, 3 rural polyclinics, 2 rural hospitals, an outpatient clinic at a tuberculosis dispensary, 11 medical ambulatories, 1 feldsher-midwife station and 36 medical stations. In 2018, a new standard hospital was commissioned with a total area of 13,416 sq. M.

The history of healthcare of the Kazaly Region is rooted in pre-revolutionary times. In 1923, a 15-bed hospital was founded in the Aral Region, where a particular attention was paid to the district healthcare. In 1956, the tuberculosis & skin dispensaries were opened; four years later there was a district clinic, and in 1972, the first maternity hospital admitted the first parturient women. Since then, the hospital has begun to increase the number of beds. Today, the staff of the Aral Interdistrict Hospital provides adults and children of the Aral District with qualified multidisciplinary & specialized medical, primary health care, inpatient and outpatient care in 16 disciplines.

As part of Densaulyk State Program, the measures were taken to improve medical services in the health sector of the Kazaly District and raise the quality of medical services, provide the population with affordable healthcare, develop preventive care, prevent diseases, improve primary health care and protect the health of mother and child.

The District Hospital's capacity accounts for 200 beds. There are 9 departments: pathology, gynecology, postpartum, therapeutic and surgical departments, traumatology, infectious & pediatric departments and reanimation department. The hospital has a day patient department for 73 beds while the Clinic has an In-patient Department for 209 beds.

 The new hospital is equipped with modern and the latest equipment and advanced technologies are being introduced here. Equipment such as the LAXTA-MILON Surgical Laser Device, Vacus 7303 Electro-Surgical Asterorator, the Lotus Series, the Video Endoscopic Kit with a 4-system Ultrasonic Surgical Unit and the Colposcopy Overtone 6200-01, 6200-02 with fetal monitor; there are DKI-N-10 Axion defibrillator with monitor, MPR6-03 Triton with monitor, Hamieton-C1 respirator; the resuscitation unit is re-equipped with new Wato EX-65 Anesthetic Breathing Apparatus. The maternity ward of the District Hospital has been upgraded to the second level of perinatal care regionalization. The equipment here complies with international standards.

According to the KIIS Digitalization System, there is an ongoing transition to a paperless digital version of medical documentation.

The hospital has a large team of employees i.e. there are 1,426 people. They include 144 doctors of the highest, first and second categories and 695 nurses of various categories. The institution pays special attention to improving the skills of workers, they are trained and do internships in the near and far abroad and attend medical courses.

In 2018, 1703 children were born in the maternity hospital of the Aral Interdistrict Hospital and the birth rate is 22.3 (per 1000 population).

The hospital pays special attention to screening examinations of the population and this program is carried out in accordance with the Decree of the Ministry of Health of the Republic of Kazakhstan dated December 25, 2017 ref. No. 995 “Approval of  the Rules for preventive medical examinations of target population groups”.

The District’s planned target group includes children from birth to 17 years on 6 types of screening and adults from 40 to 70 years old. This year, the screening study detected 547 patients of the circulatory system, 59 patients with diabetes, 61 patients with glucoma, 148 pretumor diseases and 65 pretumor diseases of the cervix of the uterus. All identified patients were taken for regular medical check-ups; there are ongoing medical & preventive measures.

Work is underway to identify disability and conduct rehabilitation measures.

In 2018 (versus 2017), the number of primary disabilities decreased from 32.6 to 31.9 cases. Rehabilitation & restorative procedures were delivered to the patients with disabilities, if necessary, an appropriate assistance in medical institutions of national, regional and district levels has been provided.

There is a frictionless supply of the population with free medical drugs at the outpatient level.

In accordance with the Decree of the Ministry of Health of the Republic of Kazakhstan dated August 29, 2017 ref. No. 666 “Approval of the list of medicines and medical products to provide free and (or) preferential medicines and specialized medical products at the outpatient level, the certain categories of citizens suffering from particular diseases (states) were supplied with free therapeutic pharmaceutical agents within the scope of guaranteed free medical care.

In 2017, 120 patients with arterial hypertension were registered within the chronic disease management program. In 2018, 320 patients with arterial hypertension were observed, 54 patients with diabetes mellitus, and 13 patients with chronic heart failure. The Patients who are registered as per the Disease Management Program are now under systematic observation and appropriate laboratory tests are carried out on time. This program helps to prevent advanced forms of the disease.

Over the past 3 years, the Interdistrict Hospital has employed 30 young medical specialists, all were given jobs and many of them were retrained at the expense of the organization and obtained new professions. At this point, the work on attracting young specialists does not finish, this year we expect new young workers to join us; all of them will get a job and will be provided with everything they need.
