Sagingaliyeva Karakoz Amirovna is a Head Doctor of the State Utility Company on the right of economic management "City Perinatal Center of Health Administration of the Zhambyl Region Akimat". She graduated from Aktobe State Medical Institute with a degree in General Medicine, Almaty Academy of Economics and Statistics with a degree in Finance, Management in Obstetrics and Gynecology, Economics of health facilities – Vienna, Austria in 2016. She worked in a medical institution with insurance companies for Compulsory Health Insurance and Voluntary Medical Insurance. She studied in Tbilisi, Georgia in 2017 in Basics of lean manufacturing; she graduated from Republican Center for Health Development in 2018; Health Management in Taraz Institute of Doctors Postgraduate Training in 2018. She was awarded "Excellent Worker of Public Health" badge (2007), "Shapagat" Medal (2009), "Densaulyk saқtau isini qosqan ulesi ushin" Badge (2011).

City Perinatal Center of Taraz city in Zhambyl Region is the Region’s Leading Obstetrical Institution which has 49 years of history. City maternity hospital No.1 was founded in 1970. At that time, there were 2 departments: 1st department with 60 beds and 2nd department with 45 beds. During the history of the maternity hospital, the main doctors were: Koshmagambetov S., Appasova Zh. A., Ivanova A. Ya., Kim E.S., Sagingalieva K.A. These wonderful people and professionals in their business made a significant contribution to the protection of motherhood and childhood in the Zhambyl Region. Since 1998 to the present, the chief doctor of the City Perinatal Center has been Sagingaliyeva K.A.

The Zhambyl Region belongs to the region with high fertility. To ensure a complete examination of birthing mothers, the clinical diagnostic laboratory was expanded to provide highly qualified assistance to pregnant women, puerperas and extragenital pathology women, an intensive care unit was designed for 6 beds.

Recently, an Intensive Care Unit for 6 beds for newborns was put in place. The department was equipped with incubation apparatus, breathing apparatus, resuscitation tables and mother & fetus monitor. Once the Intensive Care Unit had been opened, infant mortality decreased from 17.6% down to 8%.

In 2004, UNICEF recognized the Maternity Hospital No. 1 as a child-friendly hospital which practices all ten principles of successful breastfeeding (Baby Friendly Hospital Initiative). Since 2005, the maternity hospital has been equipped at expense of the Republican budget for the purchase of expensive equipment. According to technical-and-economic index, the equipment dynamics increased from 30% to 61.27%.

According to the WHO recommendation, the Maternity Hospital No. 1 practices the principles of “Safe Motherhood”, which allow reducing the rates of both maternal and infant mortality and does not require large financial expenditures. The initiatives of partner childbearing and minimum use of drugs are implemented and childbearing is carried out vertically as per the partograph. Since January 2008, there has been an introduction of live birth criteria and criteria for nursing low-weight children starting at 500 grams and above.

 In order to timely find the malformations in newborns, hemodynamic disturbances in the fetus, an ultrasound examination room is equipped with an ultrasound device with Doppler Velocimetry and a mother and fetus monitor; the neonatal intensive care unit is equipped with 3D Format Ultrasound Device.

Since 2010, Taraz City Maternity Hospital No. 1 has been renamed into City Perinatal Center the Municipal State-Owned Public Enterprise.

Two years later, the organizational form of our center was restructured into an enterprise with the right of economic management, which expanded the company's ability to create better working environment for employees and patients and introduce differential payment to employees and purchase the high-end equipment at the expense of the enterprise.

In 2014, the City Perinatal Center ranked 1st among the perinatal centers in Kazakhstan providing the 3rd level regionalization of perinatal care according to the Republican Healthcare Statistics. At the end of 2017, according to the clinical criteria, the City Perinatal Center was awarded 5 stars in the rating of obstetric hospitals of the Republic of Kazakhstan.

Currently the city perinatal center runs two departments for joint stay of mother and child, resuscitation unit and intensive care unit for adults, pregnant women pathology department, resuscitation unit and intensive care for newborns, gynecological department and day hospital for 5 beds, as well as 17 individual maternity wards.

The organization has a remarkable staff of highly qualified doctors and well-known healthcare providers. If we talk about the mission of the perinatal center, this is, of course, the provision of high-quality specialized and safe healthcare to pregnant women, birthing mothers, puerperal women and newborns. At the end of the day, the goal of the center is safe childbearing, healthy life beginning, the birth of not only a living but also a healthy child, prediction of manageable risk factors in the perinatal period and the reduction of hazards to a minimum.

The values of the medical center are such undeniable things as attention to a patient, responsibility, professionalism.

Today, the city perinatal center pays special attention not only to hospital’s equipment, but also to a really necessary and most important thing which is a team of professionally trained medical personnel that you trust. To improve the qualifications of healthcare’s medical personnel means a continuous learning process. In 2015 Taraz saw a master class on Ultrasound Diagnostics and prevention of preterm birth by a professor at Vilnius University Linas Rovas (Lithuania). Owing to training courses in ultrasound diagnostics of the cervix with threatening preterm birth, 4 obstetrician-gynecologist and 1 ultrasonic medical investigation specialist collected certificates. Our further goals include equipping of centers with modern devices and improving the material and technical facilities and raising the medical workers qualifications through trainings in leading centers of the Republic of Kazakhstan, foreign clinics and by introducing new modern technologies.
