APPAK  LLP:

INNOVATIVE  APPROACH  AND  HIGH  STANDARDS

 

 

Special meeting dedicated to the 20th anniversary of NAC Kazatomprom JSC was held in July, 2017. What are APPAK Company’s achievements at this remarkable date? What are the plans and prospects? Mr. Seilkhan Tursynzhanuly Kabayev, General Director of APPAK LLP, tells us about it.

 

 

 

 

 

On July 8, 2005, the Ministry of Energy and Mineral Resources of the Republic of Kazakhstan and the National Atomic Company Kazatomprom JSC signed the contract for exploration of West Mynkuduk deposit in South Kazakhstan. APPAK Limited Liability Partnership was established on July 14, 2005 as a 100% subsidiary of NAC Kazatomprom JSC. On December 30 of the same year, the Partnership received the subsoil use contract.

In 2006 NAC Kazatomprom JSC, Sumitomo Corporation and Kansai Electric Power Co. Inc. signed the Founders Agreement.

APPAK LLP is the first Kazakh-Japanese joint venture engaged in industrial production of uranium.

Core business of the Company is exploration, production and processing of uranium ore. The first production well was drilled in February, 2007 and in May, 2008 the Company got the first product in the form of rich eluate. In January 2009 the Company presented the first product from APPAK LLP’s mine in the form of yellow cake. All work at APPAK LLP’s mine are performed in strict compliance with the Environmental Code of the Republic of Kazakhstan, uranium production and processing is in accordance with ASTM 967.

Since foundation of the Company, uranium mine output reached 1,000 tons, which is an effective performance indicator for mining entities of this size.

Following the instructions of the President of the Republic of Kazakhstan, as part of the transformation program the administrative office of the Company was relocated from Almaty to Shymkent to strengthen control over the production process, improve economic performance of mining entities, social and infrastructure development of the region.

Retention of talents is among the Company priorities. Employees of the Partnership enjoy favorable working and living conditions, which contributed to operations continuity and in no way affected the quality of works and services performed.

The Company employees attend continuous professional development courses and refresher training courses in the subsidiary of NAC Kazatomprom JSC – Institute of High Technologies LLP.

As part of NAC Kazatomprom JSC transformation program, APPAK LLP works on preparation and subsequent outsourcing of non-core activities to develop labor productivity and ramp up production. Besides, the program involves modernization (retrofitting and upgrading) of production process automation and dispatching systems to connect to the Digital Mine Information System and other IT systems.

 

 

 

 

 

Coordination Board of NAC Kazatomprom JSC met on May 19 in Shymkent. IT leaders and specialists of subsidiaries took part in this meeting. What tasks were set to your Company to accelerate technological upgrading, robotic automation of uranium production and introduction of digital technologies? What do you think necessary to introduce a number of such technologies as augmented reality, big data, robotic automation and 3D printing?

 

 

- The main issue discussed at the Coordination Board of NAC Kazatomprom JSC was accelerated technological upgrading, more specifically, introduction of digital technology and robotic automation of uranium production. In pursuit of the tasks set in the Republic of Kazakhstan President’s Global Competitiveness Address, National Atomic Company is engaged in active development and implementation of a number of technologies, such as big data, augmented reality, 3D printing and robotic automation.

Besides, a short while ago the mine hosted a joint meeting of NAC Kazatomprom JSC’s workgroup and our specialists to discuss introduction of the integrated planning system (IPS), being a tool of strategic planning, scenario modeling and goal setting. Integrated view of the whole production chain enables identification of opportunities to improve efficiency of the company as a whole with due account for the impact of all production processes. Current status of this project – input data collection by the Technical Support Group and Production Enhancement Department for West Mynkuduk mine.

Digital Mine Project has been already implemented in one of NAC Kazatomprom JSC’s companies. Since introduction of this project we see effective indicators, in particular, decreased equipment diagnosis time from 14 to 2 days, threefold decreased time of reduced well productivity, moreover, we see certain opportunities to reduce electricity consumption by 10% and shorten reports preparation time. We plan to keep up with the XXI century requirements, and for the time being completed the Statement of Work for Upgrading of the Wellfield Dispatching System, Modernization of the Automated Technological Process Control System (ATPCS) of the Product Solution Processing Site and Wellfield of West Mynkuduk Mine.

 

 

 

Kazatomprom, as part of Industry 4.0 implementation, performs complex automation of key uranium production sectors. Your Company is the first Kazakh-Japanese JV engaged in commercial production of uranium. Please tell us about innovative technologies used in your Company.

 

 

- Earlier this year we put into operation the new upgraded OVR furnace for calcination of U3O8 (finished products). It should be noted that our furnace has no analogues in Kazakhstan. This equipment is characterized by low power consumption as compared to the previous VGTP 8 furnace. For example, installed capacity of VGTP 8 is 420 kW, while installed capacity of upgraded OVR furnace is 273 kW. Reduced installed capacity is due to application of silicon carbide heating elements, which also have a long service life. Previously, we had to stop the furnace, replace яburned heating elements, retorts. Upgraded furnace is an innovative solution developed by APPAK LLP in cooperation with the domestic manufacturer.

Uranium peroxide precipitation at West Mynkuduk mine is another innovative technology developed by the subsidiary of NAC Kazatomprom JSC – IVT LLP. This technology enables elimination of certain technological processes such as extraction, re-extraction and, accordingly, reduce production costs.

On July 24, 2017 the Company adopted the Regulation on the Rationalization Activity, which authorizes each employee to take part in the development of the Company and production. In cooperation with entities, NAC Kazatomprom JSC successfully implemented such hightech projects as cloud services, shared service center, electronic document management system.

Introduction of innovative technologies enables the Company to improve labor productivity while reducing operating costs.

 

 

 

 

 

- Following the instructions of the Republic of Kazakhstan President Nursultan Nazarbayev, in 2015 NAC Kazatomprom JSC decided to relocate eight subsidiaries to Shymkent, and these are 500 families. Was it cost-effective for your Partnership?

 

- This relocation meets the obligation of NAC Kazatomprom JSC to implement the Good Corporate Citizen principles under the Memorandum of Cooperation signed on December 22, 2014 and as part of the socioeconomic development of South Kazakhstan Region during 20152016. The results were as follows: more effective work of the Company Head Office, optimization of (travel) expenses and business transformation amidst the global economic crisis through relocation closer to the uranium mine of the Company.

Relocation of the Head Office reduced the distance between the Company management and production, rendered positive impact on decisions made and follow-up. The Company managed to considerably reduce administrative costs, improved interaction with the production unit, minimized rental costs for the office space, and reduced the number of trips to South Kazakhstan Region and Shymkent to submit applications, reports, file requests for foreign labor, preparation of applications for grant of land for uranium production and land titles, signing of land plots leases contracts with the South Kazakhstan Akimat, registration of technical specifications for buildings and structures in Shymkent’s Public Service Center, etc., and the number of trips to the mine and the amount of travel expenses were reduced thanks to the economy of time needed to travel to the mine.

Since 2016 our Company stopped payments to Kazatomprom-Demeu LLP under the contract for maintenance of the social sphere in the subsoil use region (Kyzemshek Settlement), which made KZT 15,000,000 (fifteen million) per year. This cost cutout appeared because of NAC Kazatomprom JSC’s plan to terminate business of the above company as part of the subsidiaries pattern reformation and sale of non-core assets. Kazatomprom-Demeu LLP signed its assets off to the local executive bodies (which will maintain schools, clinics, etc. out of public funds), which done, the Company ceased operations. We believe that relocation enabled significant savings. We reduced costs to deliver inventory from Almaty to the mine, since certain goods are purchased upon condition of delivery to Almaty. At the moment inventories are put in store until they reach a certain amount and then sent to Shymkent with the relevant transport company, which has a separate contract with APPAK LLP. Quite often small-size materials stayed in Almaty too long, since it was pointless to deliver small amounts of inventory. Relocation eliminated these circumstances as well. Interaction of the partnership with South Kazakhstan, Shymkent and Suzak District public authorities became more intense.

Relocation of the Company reduced the time intervals for delivery of reports as follows: reduced time of sending electronic reports (no risk of failure to meet the reporting deadlines), decreased number and cost of mailings with reports to the state agencies and local governments of South Kazakhstan Region, now it is possible to deliver with our drivers.

Employees of the Company have free access to the regional Akimat meetings held to discuss provision of mining land; social and daily life issues of the region require less time to be solved.

We may see more effective relationship with the judicial authorities of South Kazakhstan Region, since all controversial issues related to production activities of the Company are subject to consideration in the regional courts located in the city of Shymkent.

Office location in Shymkent, as a single uranium center, enabled the Company employees to hold and participate in round-table discussions, conferences, and research boards on the job and increase the number of participants representing employees.

 

 

 

- Tell us about community activities of your Company.

 

- To monitor health status of production staff we conduct regular medical examinations of APPAK LLP’s employees including medical clearance of the mine personnel before and after each shift. Paragraph Feldsher’s station examines production staff before and after each shift on a daily basis. Additionally, all employees of APPAK LLP are holders of medical insurance policies.

As for the corporate cohesion, we celebrate national holidays such as Nauryz and the New Year together with the Nuclear Workers Trade Union NGO.

Mine employees arranged sports gear (bars, volleyball and basketball grounds) in the rotation camp to train the mine staff for NAC Kazatomprom JSC Olympics and promote healthy lifestyle among employees.

In 2016 the social stability rating (SSR) of APPAK LLP reached 89% and, according to the scale, corresponds to a high level. The Company social stability rating for 2013-2015 made 77-79% with the trend towards growth by 10% or 89% in 2016. Current SSR level proves that the Company achieved social stability and stands on the way to its further strengthening.

Our Company has occupational health and safety system in place. We follow both domestic and international standards in occupational health and safety activities. The Company invests heavily to improve health and safety. All operations of production units, shops, sites, workplaces and handling of equipment and machinery comply with the requirements of labor safety rules and regulations. All workplaces are supplied with the safety instructions by occupations and jobs and have all necessary process flowsheets and occupational safety posters. APPAK mine is equipped with showers, dressing rooms, washing, decontamination and drying rooms. All areas of the mine have recreation rooms. Moreover, we plan to build new administration quarters with the specialized washing house and medical decontamination station in 2018-19 to improve sanitary conditions.

It should be noted that thanks to the well-coordinated work of the administrative and production staff and respect for safety requirements, the Company had zero accidents over the past five years.

 

 

 

 

 

- In 2018 you’ll celebrate the 10th anniversary of the first commercial production of uranium in the form of eluate and official opening of West Mynkuduk mine. What would you like to wish your partners and team?

 

- Most important of all, good health and happiness! And of course new heights and accomplishments, effective production and intelligent use of their efforts!
