Prospect of development Talgar district

 

 

Satbaev Ryskeldy Akhmetkalievich, akim (mayor) of Talgarsky district, spoke about the results and perspectives of socio-economic development of the region for 2018 and 2019.

 

 

 

 

 

 

How many projects have been implemented in the district since the beginning of the year in the framework of the industrialization map and for what amount?

 

 First of all, the Industrialization Map was created so that the state and large business could develop the right investment decisions together. As part of this initiative, a whole range of measures is implemented, both by direct financial support, and by assistance in terms of consultations, various benefits and preferences. Some of the programs are straightforwardly addressed to citizens, while others are related to the development of whole industries and social dimension.

Since the beginning of the year, the district implemented 8 projects within the framework of the Industrialization Map, which allowed the region to create new types of products in the light, food and pharmaceutical industries. These projects are the following: Construction of baby milk food factory by Amiran LLP, Construction of a milk processing plant by Bayserke Agro LLP, Meat processing plant by Bayserke Agro LLP, Construction of a multidisciplinary logistics complex by YUSKO Logistics International JSC, Construction and modernization of pharmaceutical production by Sultan LLP, Fish Feed Production Enterprise by Etalon Hydrokorm LLP, Existing Garment Production Modernization by GLASMAN LLP and Dairy Farm Project by Amiran LLP.

As a result, KZT 15.6 billion was invested. To date, the Industrialization Map Projects assured products worth KZT 175 million.

 

 

 

What has been done in the district since the beginning of the year within the program “Development of efficient employment and mass entrepreneurship for 2017-2021”?

 

 The first trend is to provide the participants of the Program with technical and vocational education and short-term vocational training. In 2018, it is planned to train 400 people during three-month retraining courses for which KZT 102.9 million was allocated. According to the plan, 452 people were involved in trainings since this March. During the reporting period, KZT 40.4 million was utilized.

The second trend is the development of mass entrepreneurship. For the current year, it is planned to issue microcredits to 38 citizens. There are 87 areas for obtaining a loan in Fund for Financial Support of Agriculture JSC and Agrocredit Corporation. 34 people obtained microcredits for a total of KZT 166.2 mln. It is planned to train 301 people in entrepreneurship basic courses for the Bastau Business Project. According to the schedule, 162 people have been involved in the course since April 16.

The third trend is the development of the labor market through the promotion of employment and labor mobility. KZT 12.2 million was allocated to subsidize the costs of employers for allocating social workplaces for 61 people. Since this February, 82 unemployed citizens have been employed at social workplaces and contracts with 19 enterprises of the district have been signed. During the reporting period, KZT 7.6 million was allocated.

KZT 23.5 million was allocated for 65 people within youth practice. According to the plan, 84 graduates of higher educational institutions and colleges can practice in 30 organizations of the district since February 1.

 During the reporting period, KZT 16.6 million were utilized. KZT 64,7 million for 500 people has been allocated for public works. Since this January, 520 people participate in public works where KZT 64.7 million has been utilized.

 

 

 

What are the current investment projects in the agriculture, what amount is there and how many new jobs have been created?

 

   In 2018, 6 investment projects will be implemented in the agricultural sector, with a total cost of KZT 4.684 billion. To date, 2 projects have been implemented (commissioned) for a total amount of KZT 1.889 billion:

1. Baimen LLP initiated a project for planting an intensive garden of 40 hectares, where the total cost of the project is KZT 520 million. 10 people were employed.

2. Almaty Agriculture Complex created the Dairy Farm for 800 cows, the cost of the project is KZT  1.369 billion while 20 jobs were created.

 

 

 

Tell us about the entrepreneurship entities of the district and financial support for them within the Roadmap for Business 2020.

 

 In overall, 9,954 small and medium-sized businesses operate in the district, out of which 1,271 are small enterprises, 6,454 are individual entrepreneurs, and 2,229 are peasant farms. In this area, 26.6 thousand people are employed. Since the beginning of the year, KZT 7.3 billion proceeded to the budget from business entities with a growth of 192.1%. The share in the total amount of revenues to the budget is 55.0% and 97.7% to the local budget. For 8 months, 30 new business facilities were opened and 290 new jobs were created. The amount of investment was KZT 1.9 billion. With the growth of the number of enterprises, the volumes of their output also grow. The volume of products, works and services amounted to KZT 7.6 billion with an increase of KZT 3.4 billion.

For 8 months of this year, industrial enterprises produced products worth KZT 21 billion. Since the beginning of the year, the workshop for utilization of medicines has been put into operation by Intermedgrup LLP and Al-Safa LLP. UPPOOKOS LLP expanded plastic production facilities. 79 new jobs were created in the industrial sector and KZT 445.0 million of investments was attracted. Thanks to the tools of the Business Road Map – 2020 State Program, 16 projects for KZT 1.4 billion were financially supported.

Since the effective date of Business Road Map – 2020 State Program until now, altogether 16 business entities have been funded for a total of KZT 1383.3 million, including 10 entities of entrepreneurship for KZT 1,177.0 million, 3 entities obtained a guarantee for loans for KZT 48.3 million while 3 projects obtained KZT 163.0 million through the Support Program.

 Investment activity in the region is still quite high. During the first 8 months of 2018, the region's economy attracted KZT 25.0 billion of investment. This is KZT 5.0 billion more as compared to the previous year.

Today, the following investment projects are being implemented in the district:

- Project for production and processing of cardboard and paper products by NUR KAGAZY LLP (NurKagaz) (KZT 2.2 billion);

- Elevators Production Plant Kazlifty Kazlift LLP. The project is implemented jointly with LGS Elevator Korean Company. (KZT 370.0 million);

- Project for fish growing in closed water supply systems with a deep processing plant in Zhanalyk Village (ZOR Fish LLP) (KZT 4.8 billion).

 Implementation of the above-mentioned investment projects will allow attracting KZT 60 billion investments to the economy of the region this year and create more than 250 new jobs.

At the end of 2017, investments to the capital facilities amounted to KZT 59.8 billion. This year the expected amount of investment to capital facilities will be KZT 60.0 billion.

The development of small and medium businesses, attracting investment, increasing the share of budget revenues are an important prerequisite for resolving social issues. The industrial enterprises of the region introduce new technologies aimed at modernization and digitalization. Digital technology is implemented in such industrial enterprises like: Intelservice LLP (digital printing), BARON FOOD LLP (high-technology equipment for production of semi-finished products), Keruen Plus LLP (equipment for production of windows and doors profiles).

 

 

 

What perspectives do you see in the development of the district? What do you need to implement them?

 

Our district is very beautiful and it is located in a picturesque place. The development of tourism is one of the main areas. We have tourist facilities, famous for the whole Kazakhstan, which are “8 ozer”, “Akbulak” and “Lesnaya Skazka”. Now the project “Aport-Aktas” is being implemented, investments for KZT 31 billion are allocated for the construction of a state-of-the-art ski resort.

We develop hiking and outdoor activities. Arystanbek Mukhamediuly the Minister of Sport and Tourism of the Republic of Kazakhstan came to the region in the beginning of summer. Together with officials, cultural and sport figures, journalists and bloggers, he hiked through our mountains from Medeu to Tabagan. In the future, we plan to make hiking trails around the whole area. In the summer of 2018 the first specialized mountain bike track was opened in “Lesnaya Skazka”, by the end of the year, Talgar city we will open a mountain bike track at the expense of private investors.

The prospective projects cover water supply and improvement of Talgar city at the expense of public funds. The region has a critical problem related to lack of drinking water. By the end of the year, at the expense of investors, the Talgar Hydro Power Plant, which has not been functioning since 2014, will be launched. There is a reconstruction of the recreation park and we plan to complete it by the end of next year.

Another opportunity is related to the environment; it is about household garbage and wastes treatment. We met with representatives of international company RCP SYSTEMS, engaged in advising in waste disposal and delivery, installation, commissioning and maintenance of waste sorting facilities. There going to be a joint project on the construction of a modern waste sorting plant in Talgar District.
