Aidar SCHNETOV: We do everything for the health of the population

The Makhtaaral Central District Hospital is the oldest medical facility in the district. In 2009 the hospital moved from an old barrack-type building to a new modern standard building. There is a full range of services to provide in-patient care, inpatient-replacement, as well as out-patient care.

Aidar Azimovich SCHNETOV told our magazine how the work is carried out in the hospital, and what is being done by medical workers to improve the health of the population of the Makhtaaral district.

The hospital has a 24-hour hospital with 315 beds. This therapeutic department accounts for 24 beds, cardiology accounts for 31 beds, infectious diseases department accounts for 20 beds, surgery department accounts for 20 beds, pediatric surgery accounts for 3 beds, neurosurgery department accounts for 5 beds, traumatology departmentt accounts for 22 beds, maternity department accounts for 70 beds, department of pregnancy pathology accounts for 16 beds, gynecology accounts for 20 beds, children's department accounts for 27 beds, department of pathology of newborns accounts for 13 beds, stroke center accounts for 30 beds, hemodialysis department accounts for 4 beds, resuscitation department accounts for 6 beds.

In 2017, pursuant the order of the Ministry of Health of the Republic of Kazakhstan dated June 09, 2011 No. 382 “On approval of the instruction on the organization of the activity of neurological departments for patients with acute disorders of cerebral circulation” the Stroke Center for 30 beds was established within the Central District Hospital. The hospital is now connected with the Regional Clinical Hospital in Shymkent via telemedicine technology, through which leading experts advise severe patients. In 2016, the number of telemedicine consultations was 609 while in 2017 the number was 599.

Our Central District Hospital made a hemodialysis apparatus available, which assists patients with renal insufficiency in the terminal stage.

In 2017, the cardiology department was expanded on 30 beds. There is a modern diagnostic equipment:

There is a heart ultrasonography and holter monitoring devices to determine heart rhythm disturbance; daily monitoring of arterial pressure and treadmill test for verification of coronary heart disease are used which allow to determine the tolerance of the heart to physical exertion.

The work has been set up to provide assistance to patients with acute coronary syndrome, if necessary, the patients are forwarded to the Regional Cardiology Center to continue treatment.

According to the order of the Department of Health of South Kazakhstan Region No. 707 dated September 11, 2017 “On the regionalization of perinatal care in the South Kazakhstan Region”, the maternity department of the hospital is considered as the second level for providing qualified medical care to pregnant women.

Women after a difficult birth are rehabilitated in the therapeutic department. According to the indications, pregnant women are sent on time to level III in Shymkent.

The state program “Safe motherhood” was introduced in the maternity department; the laparoscopic cholecystectomy is used in the surgical department and laparoscopic cystectomy is used in the gynecology department.

In 2017, Central District Hospital for the first time installed a computer tomograph, before that patients were forced to go to Shymkent, while the distance to Shymkent is 250 km.

Since May 2017, the hospital has a comprehensive medical information system.

The team consists of 1789 employees, including 201 medical doctors, 971 nurses (midwives and nurses) and 617 junior medical specialists and other employees. The Central District Hospital employs doctors with extensive experience and high qualifications, as well as young prospective specialists. 102 doctors and 517 nurses have high degrees of medical sciences.

In general, a huge work is being done in the Central District Hospital, scheduled and emergency patients are constantly treated, 24-hour medical duties are in place. The ambulatory polyclinic service operates as per flextime schedule from 8 AM to 8 PM. There is a day patient department at the Hospital and Polyclinic, which means that the team is doing its best to improve the health of the population.
