Today, the development of health care in the Kyzylorda Region has reached world standards whereas funding over the past 15 years has increased 47 times. Alnazarova Akmaral Sharipbayevna, the head of the Regional Health Department will tell us about the development of health Kyzylorda Region. Despite being tender, this has wisdom and insight. When we are told that somewhere we have opened a hospital or clinic, it seems that there is something difficult happened. We should not forget that behind this event there is a lot of hard work that requires endurance, professionalism, wisdom and willpower, and somewhat creativity and initiative. Akmaral Sharipbaevna has all these qualities and it allows her to properly organize the work of the entire Health Care Department in the Region. There are many problems, but she is not afraid to solve them.

 

 

 

 

Medical facilities have turned into large medical centers. The Regional Perinatal Center and the Regional Children's Hospital provide highly specialized medical care. The industry employs over 2 thousand doctors and more than 7 thousand paramedics. Specialists were granted an opportunity to improve their skills in the best clinics in Korea, Japan, the USA and Europe.

Over the year, more than 100 thousand patients are healed, 25,000 are undergoing various complex operations. Large medical centers for oncological, cardiac surgery, stroke and eye surgery have been supplied with modern methods of treatment. The Regional Multidisciplinary Medical Center provides highly specialized medical care in 8 branches (cardiology, urology, neurosurgery, endovascular, vascular surgery, traumatology, etc.). Now the Regional Perinatal Center can communicate with the leading Clinincs of the world during the surgical interventions. A modern expert class equipment is installed here, which allows you to check the health of a pregnant woman as well as monitor the growth of a baby in the womb. This makes it possible to prevent congenital pathologies of the baby’s development. Conditions have been created for the rehabilitation of women after childbirth. The regional children's hospital is built in accordance with the latest modern standards and equipped with modern medical equipment. Pediatric surgeons, including neonatology, are actively developing.

The target indicators for 2018 have been achieved: life expectancy has increased by 1.9 years; the overall mortality rate decreased by 1.8%; mortality from circulatory system diseases decreased by 10.4%; death rate from injuries, poisoning and accidents decreased by 4.6%; mortality from malignant neoplasms decreased by 0.9%. The incidence rate of tuberculosis decreased by 9.2% while mortality from tuberculosis decreased by 12.5%.

In order to improve the skills of neonatal surgery specialists, 2 doctors (surgeon, neonatologist) were trained in Korea, which increased surgical activity by 9.7%.

Over the past 2 years, 25 medical facilities have been commissioned. This year, the Aral and Kazaly Central District Hospitals were commissioned and the Shiely central hospital is being constructed.

In order to improve the facilities of medical organizations for 5 years, medical equipment has been purchased for a total of KZT 8,047.4 million. This initiative resulted in a 34.9% increase in the rate of material and technical medical equipment of regional organizations, which amounted to 79.26% in 2018.

Since January 1, 2018 a new polyclinic has been opened at a branch of the regional medical center in Baikonur City where over 25 thousand citizens of Kazakhstan have been assigned while they were previously served in Russian medical organizations.

According to the Decree of the Ministry of Health of the Republic of Kazakhstan dated July 3, 2017 “Approval of the rules for emergency medical care in the Republic of Kazakhstan”, emergency medical care departments were opened in 14 primary health care organizations. After opening, there were 28 new crews, the number of ambulance crews has increased from 57 to 75 versus last year. The average daily job per team has been reduced by 2 times (from 22.3 to 12.8). This allowed to decrease the time of arrival from the moment of the call to the ambulance station, and the rate of successful resuscitation improved to 44%.

In order to increase the availability of highly specialized medical care in the framework of the guaranteed volume of free medical care, the residents of the Kyzylorda Region decided to pay the fare; KZT 41.6 million was allocated from the local budget, and the necessary funds were allocated for medicines for rare nosologies.

Since 2016 the Regional Akim (Mayor) has allocated funds for targeted training in popular degrees within the residency for the sake of the region. Currently, 42 residents are studying in 5 universities of the country; graduates of medical colleges and schools have been selected to train 30 doctors, which made it possible to supply the healthcare sector with required staff headcount. To date, the staffing level of primary health care has reached 95%. As part of the instructions of the First President of the country with regard to the digitalization program, today 32 medical organizations of the region have introduced medical information systems and reached 100% of digitalization. KZT 175.1 million was allocated from the local budget  for computerization of medical institutions whereas 843 computers were purchased. v

As part of the Roadmap, neonatal surgery is actively developing. In this area, the rate of surgeon activity increased by 9.7%, and infant mortality decreased

 4 times. As compared to the previous year, the number of complex operations increased by 512 or 96%.

22 new methods of surgical operations were introduced. They include: operations in the incubation transformer chamber, laparoscopic operations, endoscopy, adenoidectomy, cranioplasty, anesthesia for children with critically low body mass (600 gr.) and surgery for children with esophageal atresia, etc.

The Regulation was developed to introduce a pilot universal-progressive model of nursing services for children from 0 to 5 years old and pregnant women in the Kyzylorda Region with the support of the UN Children's Fund UNICEF in Kazakhstan and the Regional Akimat (Administration). In order to implement the Pilot

Project, 3 major primary health care organizations were selected: City Polyclinics No. 1 & No. 6 and Zhanakorgan Region Polyclinic with a total population of 184,803, which is a quarter of the region's population (23.5%).

 7 piloted areas were selected in each of the three clinics. The goal of introducing a universal progressive model of nursing divisions is to train nurses of a new format which is called Visiting Nursing. The visiting nurses has high professional competence and possess supervision methods to solve both medical and social problems at all stages of support. The project reduces morbidity, disability and mortality among children and pregnant women. To this end, the Effective Technologies Training Center was opened within the Regional Children's Hospital. The Center trained 883 specialists. 386 people underwent introductory Visiting Nursing Care Courses; 228 medical workers underwent Sick Child Courses; the total of 614 specialists took courses.

The positive results of the pilot project were announced at a UNICEF meeting in December 2017 in Astana. Following the results of the pilot project, the Ministry of Health of the Republic of Kazakhstan issued an order “Approval of the Standard for Pediatric Care in the Republic of Kazakhstan” ref. No. 1027 dated December 29, 2017.

There are positive results representing 18.3% decline in infant mortality in 2018, whereas maternal mortality decreased by 23.6%. Social risks cases were considered at a meeting of the interdepartmental commission at district and city Akimats (Administrations).

November 2018 saw an international conference for health workers of the Republic of Kazakhstan and for neighboring countries (Kyrgyzstan, Uzbekistan and Abkhazia) WHO experts (with a seminar) held with the attendance of UNICEF with the aim of sharing the best practices of the universal-progressive model of the visiting nurse care in the Kyzylorda Region.
